The subsidy standard is determined based on the basis price difference between new energy vehicles and similar traditional automobiles. According to different models, the amount of subsidies varies from 35,000 yuan to 500,000 yuan. Consumers pay for the car after deducting subsidies according to sales price. At the same time, the state will give financial incentives to Harbin in the construction of charging facilities.

At present, Harbin Municipal Bureau of Finance has taken the lead, Harbin Municipal Science and Technology Bureau, the Ministry of Industry and Information Technology, the Development and Reform Commission, the Communications Group and other departments are in the process of revising and improving Harbin’s Implementation Plan for the Promotion and Application of New Energy Vehicles for the purchase and use of new energy for local citizens. In May 2010, Heilongjiang Electric Power Co., Ltd. and Harbin Municipal Government signed the "Strategic Cooperation Agreement on Promoting the Construction of Electric Vehicle Charging Facilities in Harbin City". The Harbin Electric Power Bureau used 35 days for public buildings and office buildings in urban areas. In the shopping malls, public parking lots and residential community car parks, 80 charging piles have been installed to create conditions for the use of electric vehicles.
