According to the planning requirements, significant progress will be made in 2015 for the industrialization of energy-saving and new energy vehicles. In 2015, the cumulative production and sales volume of pure electric vehicles and plug-in hybrid vehicles will strive to reach 500,000; by 2020, pure electric vehicles and plug-in The production capacity of hybrid vehicles reached 2 million, and the cumulative production and sales volume exceeded 5 million.

However, in accordance with the data released by the China Automobile Association, China's new energy vehicle production and sales in 2011 were less than 10,000, of which only 8,159 were sold, including 5,579 pure electric vehicles and 2,580 hybrids.

“Individuals believe that there are certain difficulties in achieving the 2015 target, but relying on the promotion of policies and the support of local governments, the speed of the adoption of new energy vehicles will accelerate.” Cui Dongshu, deputy secretary-general of the National Passenger Vehicle Market Information Association, told reporters .

Since 2009, the demonstration project of “10 vehicles in ten cities” of new energy vehicles has been implemented, and the number of demonstration cities has continued to expand. Now it has increased to 25 cities. However, according to public information, by the end of 2011, the demonstration city's investment in new energy buses was only 9,414, and the target completion rate for the promotion of more than 20,000 vehicles by the end of 2012 was less than 40%.

In addition to the lower-than-expected market start-up, the safety issues of new energy vehicles, especially pure electric vehicles, have also cast a shadow over their promotion. However, the impact of pure electric vehicles cannot be ignored.

It is precisely because the battery technology of pure electric vehicles has not yet been completely broken and the safety cannot be guaranteed. Therefore, hybrid and energy-saving internal combustion engine vehicles have received sufficient attention in the “planning”. "At present, the basic strategy is purely electric, but at the same time promote the industrialization of pure electric and hybrid two routes." Cui Dongshu told reporters.

In addition, the "Planning" also made detailed explanations on the construction of charging facilities, and put forward facilities for the construction of slow charging piles according to local conditions and public quick charge and exchange of electricity. Prior to this, China Southern Power Grid and other companies had made great efforts to replace the new energy vehicle replacement facilities and tried to control the power consumption of new energy vehicles from the grid. However, the "planning" clearly shows that both charging and replacement are valued.
