·The country's future "oil to gas" policy is becoming clearer

As the market with the greatest growth potential of the global natural gas automobile industry, in recent years, the rapid expansion of the Chinese market has been hailed as a “miracle” in the international market. According to incomplete statistics, at present, the number of natural gas vehicles in China is about 2 million, which has entered the international market. Leading the ranks.
On September 24-25, the “2014 China Natural Gas Vehicle Industry Forum” hosted by the China Automotive Industry Association in Beijing was active in international organizations including the International Gas Automobile Association and the Asia Pacific Natural Gas Automobile Association, as well as many people from South Korea and Italy. Figure. The market development of China's natural gas vehicles, the development model of the industry, and the formulation and implementation of relevant policy norms are attracting attention in the international market, and this concern will also help China become a model and template for the development of the world natural gas automobile industry.
The complete industrial chain layout has taken shape At present, China's natural gas vehicles have formed a complete industrial chain layout, which effectively supports the development of the entire industry. According to public data, in the upstream sector, there are already 18 engine companies producing 98 engine products in the country; in the midstream field, there are currently 347 models of 58 vehicle companies; in the downstream sector, more than 90% of gas station equipment is mainly made in China. . At the same time, a relatively adequate gas source, a relatively complete natural gas pipeline network, and an increasingly sophisticated network of gas stations have also provided good support for the development of natural gas vehicles.
“Although the proportion of natural gas vehicles in China is still very low, it has been distributed in various fields including heavy-duty vehicles, buses, cars, etc. If there are sufficient gas sources and gas station construction, the future market capacity will be immeasurable and the competition will be More intense." said Pei Peipei, director of the Technical and Economic Advisory Department of China Automotive Engineering Research Institute Co., Ltd.
She pointed out that in the future, natural gas trucks, special vehicles and heavy trucks will become new growth points for the natural gas automobile industry. Natural gas-based fuel economy, heavy truck market demand, policy-driven and infrastructure construction in some provinces and cities have prompted a doubling of natural gas heavy trucks in the near future.
Policy guidance needs to be strengthened In fact, since the end of the clean-up operation in 2006, the natural gas automobile industry has not received enough attention. According to the “Energy Conservation and New Energy Vehicle Industry Development Plan (2012-2020) and the “12th Five-Year Plan for Energy Conservation and Emission Reduction of Highway Waterway Transportation Industry”, natural gas vehicles still belong to the category of “encourage development”.
Since last year, the National Development and Reform Commission has raised gas prices twice, which has brought a very large negative impact on the natural gas automobile industry. The industry agrees that if the price of gas and oil exceeds 0.75:1, “no one wants to use natural gas as a fuel for vehicles.”
"To promote the development of natural gas vehicles, we must rely on the guidance of national policies to adjust the oil and gas price correlation mechanism," said Wang Cheng, a researcher at the China Automotive Technology and Research Center.
The development of the industry is inseparable from the construction of the standard system. At present, China's CNG (compressed natural gas) automobile industry is relatively mature, and the relevant standard specifications are relatively perfect. However, in the market view, LNG (liquefied natural gas) vehicles with more room for growth start relatively late, and there are not many special standards. The focus of work will be on commercial vehicles, revision of LNG vehicle-related standards, and plans to draft mandatory energy-saving and emission reduction regulations for natural gas vehicles,” said Liu Guibin, secretary general of the National Automotive Standardization Technical Committee Gas Vehicle Sub-Technical Committee.
According to the State Council's "Air Pollution Prevention and Control Action Plan", by 2017, it is necessary to basically eliminate the yellow-label vehicles in the country. In the industry view, the yellow-label vehicle market also has opportunities for the development of natural gas vehicles.
"In fact, the yellow-label car that has been eliminated from the big cities can also be used in some underdeveloped areas through 'oil-to-gas'. This should be a very effective measure for the short-term energy-saving and slow-reduction." National Gas Vehicle Engineering Technology Zou Bowen, deputy director of the research center, said.
According to reports, the relevant departments are currently considering redrafting the industry standard for diesel and natural gas dual fuel engines.
Tightening "oil to gas"
Natural gas vehicles have two development models: complete vehicles and modified vehicles. The former has entered the national announcement and is relatively standardized. It is the direction of major auto companies. According to the relevant provisions of the Road Traffic Safety Law, the latter, that is, "oil to gas", is prohibited.
However, due to the combination of economy and environmental protection, the current “oil-to-gas” market is extremely hot, and local governments have successively introduced local support policies, and their legitimacy seems to have been acquiesced. In this context, the scale of “oil-to-gas” vehicles is much higher than that of complete vehicles, but due to the overall chaos in market management, there is no exact statistics yet.
The Ministry of Public Security, the National Development and Reform Commission and other departments have been promoting the revision of the Road Traffic Safety Law in recent years. The revised version has already been negotiated, and whether the "oil-to-gas" vehicle is legal will soon be conclusive.
According to Huang Qianghua, secretary-general of the National Cylinder Standardization Committee, seven departments including the Ministry of Public Security, the Ministry of Communications, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Quality Inspection Bureau are jointly drafting relevant documents to strengthen the supervision of “oil to gas”. Has entered the signing process and is expected to be released during the year. "Either conditional restrictions or bans." In general, the signal revealed is to tighten "oil to gas."
In addition, the revised version of the "Safety Supervision Regulations for Vehicle Cylinders" is also expected to be introduced this year. According to the draft for comment, there are two major changes. One is to cancel the approval of the qualification for the installation of gas cylinders for vehicles; Strengthen the registration and information management requirements for vehicle cylinders, and emphasize the legality of gas vehicles installed in gas cylinders for vehicles. Huang said.
Previously, the Ministry of Housing and Urban-Rural Development of the "Twelfth Five-Year Plan for Safety and Energy Conservation of Special Equipment" has clearly proposed to strengthen the safety supervision of vehicle gas cylinders. According to Qi Chungan, secretary general of the China Gas Industry Association, the relevant standards for gas cylinder informationization supervision are also being drafted and formulated, and it is expected to be introduced next year or the following year.
Some insiders pointed out that the legalization of "oil to gas" is actually a hotbed for the good development of natural gas vehicles. In Huang Qianghua's view, there should be a restrictive liberalization of "oil to gas". "You can raise the threshold. If it is completely prohibited, I am afraid it will not be able to adapt to the current development needs of the industry."
