Through the application of energy-saving technologies, the country has achieved direct energy saving of more than 300 million tons of standard coal. The energy-saving technologies of energy-saving products such as synthetic ammonia, nitrogen fertilizers, caustic soda (including polyvinyl chloride), calcium carbide, and yellow phosphorus have contributed to 40% to 50% of the energy savings. However, the petrochemical industry's energy consumption and pollutant emissions still rank at the forefront of the industry. During the “12th Five-Year Plan” period, one of the effective measures to achieve the goal of energy conservation and emission reduction is to improve the energy-saving marketization mechanism and accelerate the implementation of contract energy management and power demand side management. Against this background, the China Chemical Industry Energy Technology Association promoted the implementation of energy-saving diagnostic projects for key chemical companies. The choice of implementing energy-saving diagnostics in the petrochemical industry is to consider the combination of energy-saving diagnostics, technology, and capital as a model that can be pushed into the petrochemical industry and provide a model for other industries.

According to reports, China Chemical Industry Energy Technology Association will organize industry experts, companies that have special energy-saving technologies, and energy-saving service companies that use contract energy management to provide free energy-saving diagnostics for enterprises. The energy-saving diagnosis combined with the state-promoted energy-saving technologies has been selected among 30 companies in areas where petrochemical companies are relatively concentrated. The key chemical companies' energy-saving diagnostic projects have been supported by the National Development and Reform Commission and have received financial support from the U.S. Energy Foundation.

Energy-saving experts will conduct comprehensive energy-saving diagnosis and partial energy-saving diagnosis based on the energy consumption of the enterprises to be diagnosed and the actual conditions of production processes, technologies, and equipment. The comprehensive energy-saving diagnosis includes the diagnosis of the company's production (process) systems, power systems, thermal systems, and water systems; some energy-saving diagnostics are energy-saving diagnostics for some of the above four systems. The energy-saving diagnosis method adopts the on-site diagnosis method and supplements the test if necessary. After diagnosing the company, analyze the existing energy-saving potential and propose ways to save energy and reduce consumption.

According to reports, energy-saving diagnostic projects have received positive responses from some petrochemical companies. They said that companies are now paying unprecedented attention to energy conservation and emission reduction, but they also face many problems. They have limitations in terms of energy-saving technologies and have financial pressure. Experts come for free for enterprise diagnosis, and on this basis, they propose solutions or measures for the improvement of the enterprise, and bring in technology and funds. The problems that the company has existed for many years will be solved. The representative of CNPC said that the company has special funds for energy conservation, but lacks good, reliable, and energy-saving technologies. Energy conservation experts and energy-saving service companies are very welcome to carry out energy-saving diagnosis.
