The agreement stipulates that in the case of tight coal supply in Shandong Province, Hebei Port Group shall take measures to arrange for priority berthing and transportation operations for relevant coal-fired vessels that require emergency dispatch. The Shandong Economic and Information Technology Commission supports and encourages the province's power generation enterprises to organize coal sources to be shipped in the port areas of the Hebei Port Group, in line with the Group's various companies to improve coal transfer efficiency. And Shandong Luneng Group Company was designated on behalf of Shandong Province to be responsible for the relaying and guarantee of power coal.

Shandong Province agreed to urge the coal-fired coal demand enterprises in the province to ensure the existing stock of transit stock in Qingang, and promised to transfer more than 60% of the increase in demand for water and electricity for coal each year via the port area of ​​the Hebei Port Group. When the Hebei Port Group's electric coal backlog is urgently needed to be ported, the Shandong Economic and Information Technology Commission will support and coordinate the relevant companies to do a good job of electric coal digging.

The two parties also reached an agreement on establishing a linkage mechanism for thermal power coal transportation. The Shandong Economic and Information Technology Commission supports the Hebei Port Group to cooperate with related power plants and enterprises in accordance with market principles and with capital as a link, through the utility transformation of the coal-owned terminals of the power plant, and the establishment of coal reserve centers to increase coal reserves and Transit capability; Hebei Port Group agreed to discuss new cooperation models with power generation companies in Shandong Province.
