The introduction of calcium carbide policy in Inner Mongolia triggered many shocks

While the calcium carbide enterprises in Inner Mongolia were still immersed in the excitement of stable production and business operations in 2011 and the economic benefits were greatly increased, not long ago, a new policy promulgated by the government of the Inner Mongolia Autonomous Region had touched their sensitive nerves.

At the end of February, the General Office of the Inner Mongolia Autonomous Region issued a "Circular on the Limited Production Plan of Calcium Carbide in 2012". The requirement for calcium carbide enterprises was "to implement total control and achieve zero output and electricity consumption." In 2012, the calcium carbide production plan in the entire region was controlled at 4.77 million tons. All coalition and cities must follow the autonomous region's production distribution plan and allocate enterprises to those enterprises that meet the national industrial policy and relevant regulations of the autonomous region; enterprises that consume too much product and waste energy seriously, Output indicators are not allocated; the power departments of the autonomous regions should supply electricity according to the plans for the distribution of calcium carbide produced by the respective municipalities determined by the autonomous region.

The relevant person in charge of the Inner Mongolia Autonomous Region Government told reporters that the main purpose of the launch of the "New Deal" for calcium carbide not only is to ensure the realization of the 2012 energy-saving goal of the autonomous region, but also to further increase the structural adjustment of the calcium carbide industry and promote industrial upgrading. From the perspective of Mongolia's energy conservation work in 2011, calcium carbide, as a typical representative of high-energy-consuming industries, is the main reason for driving up the energy consumption of local GDP. In 2011, among the seven high-energy-consuming industries in Inner Mongolia, the power consumption of chemical raw materials and chemical products accounted for the first place, with 35.696 billion kwh, of which the electricity consumption in the calcium carbide industry accounted for nearly 80%, which was 279.59. Billion kWh.

It is understood that the current calcium carbide production distribution plan has been issued in all Inner Mongolia coalition cities. At the same time, the Autonomous Region requires that before the end of 2012, it is necessary to close down and phase out calcium carbide furnaces with single-furnace transformers and transformer capacities of less than 12,500 kVA. The completion of monthly production of calcium carbide is reported to the office of the Energy-saving Leading Group of the Autonomous Region, and the office of the Energy-saving Leading Group of the Autonomous Region will periodically report the restricted production at various locations, and conduct supervision and inspection from time to time.

“Our company may face shutdowns. The new policy requires that calcium carbide enterprises without supporting and extended processing should all be phased out and out of the market this year. However, it is difficult to accept that our calcium carbide furnace capacity is higher than 12,500 kVA, and environmental protection, etc. Facilities are in line with national regulations, but there is no downstream supporting extended processing.” Hu Zhong, manager of Inner Mongolia Taiheng Electrification Company in Hohhot City, said to reporters face.

According to Hu Zhong, Hohhot has a total of more than 10 home appliance companies with an annual production capacity of 300,000 tons, but the government allocated only 110,000 tons of calcium carbide to Hohhot. In fact, there is only one calcium carbide company in the downstream supporting the Inner Mongolia Sanlian Chemical Group, and its calcium carbide production exceeds 110,000 tons, which means that the company has used up all the indicators.

The city of Erdos is the city with the greatest impact from the “New Deal” of calcium carbide in Inner Mongolia. Ordos is the largest producing area of calcium carbide in Inner Mongolia. The head of many household appliances companies in Zhungeerqi, Ordos, complained to reporters that if strictly implemented in accordance with the notification requirements, most of the calcium carbide companies in the region will be banned.

“Many enterprises have already arranged production plans at the beginning of the year, the supply contracts have also been signed, and the new government has been suddenly announced, completely disrupting the company's operating cycle and causing a great impact on the company. Limiting production and limiting electricity will also cause the price of calcium carbide to go mad. Rising will adversely affect downstream companies.” A person in charge of a calcium carbide company who did not wish to be identified told reporters that there are about 70 calcium carbide companies in Ordos with a total capacity of about 3 million tons, and the allocated calcium carbide production index is only There are 1.57 million tons, so we need to stop almost half of our production capacity.

However, there are countermeasures under the policy. The responsible person also revealed to reporters that after the “New Deal” was introduced, currently most of the calcium carbide companies in Inner Mongolia that are on the verge of being shut down or banned are busy signing false “cooperation agreements” with companies that have downstream production lines for PVC and other calcium carbide products. "Alteration" is in line with the "Carbon Enterprise" in the "New Deal" with supporting and extended processing, and it has also been explained to the competent authorities.

However, the introduction of the "New Deal" of Inner Mongolia's calcium carbide has also received the support of some enterprises. Li Qiang, deputy general manager of Sanlian Chemical, said: “The new policy has little impact on the production and operation of Sanlian Chemicals, and we are very supportive. As far as energy saving and consumption reduction are concerned, the series of measures adopted by Inner Mongolia from top to bottom are rare in these years. At the same time, he also pointed out that completing the energy-saving and consumption-reducing index is not an end in itself. To truly regard energy-saving work as an important method of adjusting the economic structure, he decided to let some small calcium carbide companies that should be eliminated go out and further promote the transformation of the calcium carbide industry. It is the fundamental purpose of the "New Deal."

Several senior calcium carbide experts also expressed their opinions on Inner Mongolia’s “New Deal”. They believe that it is worthwhile for local governments to introduce feasible measures to actively guide the calcium carbide companies in the region to further optimize the process route and extend the original intention of the industrial chain. However, relying only on administrative restrictions on electricity production and restricting production, implementation of “one size fits all”, it may look good on a digital basis in one year, but it is very likely that the policy will be relaxed and the production will rebound, which will not solve the fundamental problem. Therefore, it is still necessary to consider the actual situation of the company, to take advantage of the situation, and to achieve sustainable and healthy development of the calcium carbide industry.
