New progress in registration management
According to statistics, as of the end of 2005, there were a total of 171,000 social organizations in the country, an increase of 11.6% over the previous year. Among them, there are 53,000 industry-based social organizations, which are more than professional, academic, and joint societies and have become the largest category of societies in China. The growth rate exceeds the growth of the total number of social organizations, which is 14.3% more than the previous year. From the perspective of localities, Shandong has more than 4,000, Jiangsu, Zhejiang, Henan and Sichuan have more than 3,000, and Hebei, Liaoning, Hunan, and Guangdong have more than 2,000.
He explained that in recent years, nurturing and developing trade associations has become a focus of work at all levels of government. The registration and management organs at all levels have strengthened their cooperation with the competent business units, focusing on the structural optimization and rational layout of the industry associations. The government uses registration management methods to integrate the resources of the industry associations. “In advanced industries, key industries, emerging industries, and industry sectors that are closely related to the accession to the World Trade Organization, we break the boundaries of ownership and departments, establish a number of industry associations, and pay attention to registration. Yang Yue also highly praised various local governments for actively promoting the legislation of industry associations and diversifying the management model of industry associations. He said that in recent years, Shanghai, Guangdong, Shenzhen, Wuxi, and other places have all introduced local regulations on promoting the development of industry associations. Tianjin, Heilongjiang, Shanghai, Hubei, Hunan, Qinghai, Dalian and other provinces and municipalities introduced local government regulations. In addition, more than a dozen provinces and municipal party committees and governments in Beijing, Shanghai, and Guangdong have issued relevant normative documents. The industry association management model is also constantly exploring.
In general, he believes that the capacity building of industry associations has been strengthened, the overall structure is gradually improving, and social responsibility is actively assumed. Industry associations have increased their awareness of services, their orientation has become more rational, and their role has been gradually increased. They have played an important role in serving member companies, regulating industry behavior, reflecting member demands, and resolving trade disputes. Some industry associations also lead companies to go abroad and actively participate in international competition and cooperation. In the privately-developed economic regions (such as Wenzhou, Shenzhen, etc.), industry associations have risen suddenly and have become active. A number of industry associations that are in urgent need of economic and social development in emerging industries have emerged. The overall structure of the industry associations is moving toward reasonableness.
Industry associations still have insufficient development and management
However, in the development and management of industry associations, Yang Yue believes that there are still several deficiencies.
First, there is insufficient understanding of the role of industry associations. Some government departments do not pay due attention to the role of the trade associations, and regard the trade associations as internal or representative agencies of the units. Government workers have more part-time jobs in industry associations, and some even have two sets of brands, and the administrative tendencies are serious. Many trade associations are also accustomed to “waiting for, relying, and asking” and are willing to become affiliated with the government departments; they also have less awareness of members' management consciousness and more services; they lack awareness of market competition and awareness of their survival.
Second, the industry association legislation is imperfect and the supporting system is not perfect. The "Regulations on the Registration of Social Organizations" as a comprehensive administrative regulation makes it difficult to carry out more specific specifications based on the characteristics of trade associations. The legal status, nature, and functions of industry associations are not very clear. Supporting policies such as taxation, finance, accounting, bills, personnel systems, and social insurance are still not perfect. The corporate governance structure of industry associations is still not standardized, and independence is still insufficient.
Third, there are still many difficulties in the construction of industry associations. At present, China's industry associations are still relatively lack of awareness of competition; corporate governance structure is not perfect; there are still problems such as lack of talents and insufficient funds; some industry associations are not representative enough, coverage is not wide, lack of authority and call in the industry force.
Cultivate development and supervision
As a competent department of the industry development and supervision and management association, Yang Yue believes that the next step is to take active measures to regulate and promote the development of industry associations.
First, we must strengthen the building of the legal system. He disclosed that the Ministry of Civil Affairs is cooperating with the State Council Legislative Affairs Office to revise the Regulations on the Registration of Social Organizations. The Regulations have a certain restriction on the adjustment of the rights and obligations of industry associations and business units and registration authorities, and they regulate the behavior of industry associations. At the same time, the Ministry of Civil Affairs is cooperating with the Development and Reform Commission of the State Council to formulate "Several Opinions on Promoting the Reform and Development of Trade Association Chambers of Commerce", hoping to promote it early. “We will pilot the reform and development of industry associations in some provinces and cities after the publication of the document,” said Yang Yue.
